NSO to do P33-M study on ICT use in industry, business

THE National Statistical Coordination Board (NSCB) has already given the clearance for the National Statistics Office (NSO) to conduct the P33 million-worth 2008 Survey of Information and Communication Technology (SICT).

The survey will complement the 2008 Annual Survey on Business and Industry and will come after the 2002 SICT, which completed the 2002 Annual Survey of Philippine Business and Industry conducted jointly by NSO and the Information Technology and E-Commerce Council (ITECC) under the Office of the President.

“The 2008 SICT aims to collect and generate information on the availability, distribution and access/utilization of ICT among industries and businesses in the country. The SICT will generate indicators important for measuring progress of ICT development in the country,” the NSCB said.

The survey budget will allot P3,300 per respondent to cover personal services, traveling expenses, supplies, printing expenses and others. The NSCB nationwide data collection will start in November 2010, one year and 10 months after the reference year.

At the regional level, dissemination will be from December 2010 to February 2011. The published report will be available in March 2011.

The NSCB said the results will measure the component of ICT resources and their utilization by industries and business; diffusion of ICT into industries, and businesses from various sources; e-Commerce transactions from data on e-Commerce sales/revenues and purchases; cellular-mobile-phone business transactions from data on sales/revenues; estimate of the number ICT workers in industries and businesses; capital expenditures on ICT resources; and purchase and disposal of ICT equipment.

Major data items included in the survey will include general information about the establishment; number of ICT workers; capital expenditures on ICT resources; ICT resources and its use; e-Commerce transactions through the internet and other computer mediated networks; use of internet in the business processes; use of cellular phones in business transactions; and purchase and disposal of ICT equipment.

The 2008 SICT questionnaires will be distributed from April 2009 to 10,000 establishments selected from the 2008 NSO Updated List of Establishments (LE). The establishments will be selected using a stratified systematic sampling with 3/5 digit 1994 Philippine Standard Industrial Classification (PSIC) as industry strata, and employment size (ATE) as the second stratification variables.

The survey’s clearance was granted through the Statistical Survey Review and Clearance System (SSRCS) created through Memorandum Circular Nos. 4-88 and 04-95. It aims to ensure sound design for data collection; minimize the burden placed upon respondents; effect economy in statistical data collection; achieve better coordination of government statistical activities; and inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
