Binay unveils rent-to-own housing projects to benefit teachers, drivers and operators



VICE President Jejomar Binay, concurrent chairman of the Pag-IBIG Fund, unveiled a “rent-to-own program” for public utility drivers and operators under a memorandum of understanding (MOU) signed on Thursday between the Pag-IBIG Fund and seven transport groups.

Binay said a separate MOU was also signed between Pag-IBIG and the Department of Education for a Home-Matching and End-User Housing Loan program for public-school teachers.

Under this arrangement, Pag-IBIG will regularly provide the DepEd with housing inventories while the DepEd will provide Pag-IBIG with the list of DepEd employees and teachers with no housing units who may avail themselves of the government’s  End-User Housing Loan to buy a house.

It was announced that Pag-IBIG will also be conducting housing-loan counseling to prospective member-borrowers and assist in the initial housing-loan documentation after which the DepEd will enter into a collection-servicing agreement with Pag-IBIG through a monthly salary deduction scheme.

During the simple signing rites at the Vice President’s office at the Coconut Palace, Binay explained that the agreement between the transport groups and Pag-IBIG will provide a framework for housing programs for the sector, foremost of which was the rent-to-own program.

Under the program, the monthly rental paid for a house selected from Pag-IBIG will be used as a down payment in case the lessee decides to buy the house.  The program is expected to benefit some 200,000 drivers and operators.

“Ang MOU na ito ay kongkretong patunay ng aming pagtupad sa mandato ng Pag-IBIG,” Binay added, noting that Pag-IBIG is mandated to provide a mechanism for provident savings to its members as well as an affordable housing program.

Among the seven transport groups that signed the MOU are 1-United Transport Koalisyon; Liga ng Transportasyon at Operators sa Pilipinas, Inc.; Federation of Jeepney Operators & Drivers Association of the Philippines; Alliance of Transport Operators and Drivers Association of the Philippines; Alliance of Concerned Transport Organizations;  Pangkalahatang Sanggunian Manila & Suburbs Drivers Association; and Public Transport Workers Foundation.

“Ito po ay isang napakahusay na programa na alam ko pong tatangkilikin ng inyong mga kasapi dahil ito po ay ginawa upang maging akma at higit sa lahat ay magaan para sa inyong hanay,” Binay reminded transport group leaders.

According to Vice President Binay, the MOU with the transport groups is instrumental in widening Pag-IBIG’s membership base and disseminating knowledge on Pag-IBIGs programs, especially that of saving.

“Hinihikayat ko [din] ang liderato at kasapian ng DepEd at ng ating transport sector na pag-ibayuhin ang pagtutulungan sa Pag-IBIG,” he said. “Kailangang pagtulungan pa natin ang pag-anyaya at pagpapaliwanag sa mga kapatid natin sa ating kanya-kanyang sektor na ang pagmi-miyembro sa Pag-IBIG ay nagdudulot ng mataas na kita sa inyong iniimpok, mga short-term loans, at higit sa lahat ay pautang sa pabahay,” Binay said.
