In Mandaue City: 2 men shoot dead Ouano wharf boss

CEBU, Philippines - A businessman was gunned down by two motorcycle-riding men in Mandaue City at the height of the heavy downpour at 2 o’clock yesterday afternoon.

The fatality was identified as Antonio Ouano, 69 years old, who was on board a yellow Toyota Hi-lux pick-up with his secretary. The two just came from a mediation meeting at the Palace of Justice in Guizo, Mandaue City and were headed to another hearing when waylaid.

The assailants stopped beside the pick-up of the victim while Ouano was waiting at the intersection near the Cebu International Convention Center (CICC) and the back rider fired.

The victim sustained four gunshot wounds and was rushed by responding policemen to the Mandaue City Hospital where he expired over an hour later.

His secretary, Nene Mangubat, was unhurt.

According to Insp .Ramil Morpos, chief of the Homicide Section of the Mandaue City Police Office, Mangubat said that they were on their way to the Regional Trial Court Branch 28 located in front of the Mandaue City Hall to attend a hearing.

At the Palace of Justice in Guizo, they attended a mediation meeting with Dr. Danny Dionson regarding a piece of property.

Dionson told the media that he wanted to subdivide a lot, which is under the name of his father the late Atty. Magno Dionson, a certain Candida Cabahug, and the victim.

Dionson said that there was no agreement during the meeting and the two parties agreed to settle the matter in court.

After that meeting, Ouano was supposed to head to RTC Branch 28 to attend the hearing of a case that involved him and his sister Vilma.

There were no details mentioned about the case.

The police said that the victim was hit twice on his left hand with the bullet also hitting his left chest and also twice on his abdomen.

Crime scene operatives were able to recover five empty shells of caliber .45.

A driver of a pedal-powered tricycle for hire reportedly witnessed the crime, but could not see the plate number of the motorcycle that was used due to the heavy rain.

The assailants fled towards Mantawi Ave.

Provincial Board Member Thadeo Ouano, a second-degree cousin of the victim, rushed to the crime scene after learning of the incident.

His daughter, Mandaue City Councilor Emmarie Ouano-Dizon also went there.

The board member said that he was very close to his cousin and he knew him to be a very good and approachable person.

PB Member Ouano also said that his cousin never went into politics and just concentrated on business.

The victim was a contractor, administrator of the Ouano Wharf, operates several barges plying the Mactan Channel, and also owned an arrastre firm.

The grandfathers of the provincial board member and the victim were brothers.

The victim is second of the seven siblings and is survived by his wife Monina and his children.

MCPO director Noel Gillamac immediately created Task Force Ouano to be headed by Deputy Director for Operations Supt. James Goforth.

Chief Supt. Ager Ontog, chief of the Police Regional Office (PRO)-7, has also directed all intelligence units to help in the case. — /NLQ (FREEMAN)
